Earned Value Management System (EVMS) Consulting

Earned value management system audits have become a hot topic across the federal government.  EVMS is now one of the government’s seven “business systems” contractors must demonstrate are adequate where there are now dedicated government EVMS teams created to evaluate contractors’ earned value management systems.   For example, EVMS compliance is now required on DOD cost incentive contracts and subcontracts valued at over $20 million and a validated and accepted EVMS is now required on all contracts over $50 million.

An EVMS audit will be conducted by a dedicated team from the Defense Contract Management Agency (DCMA).  Contractors will need to show they are in compliance with 32 guidelines specified in the ANSI Standard EIA-738 which are industry guidelines for Earned Value Management Systems.  We normally conduct a “mock audit” that clients can expect to receive from DCMA where we typically provide the results to determine which criteria have been met and which have not.  Any deficiencies will be clearly identified in our report and we will make recommendations for fixes.

Our staff has extensive experience evaluating and implementing EVMS practices that will pass government audit scrutiny.  Our compliance assessment is conducted by our consulting staff that includes both members and leaders of Earned Value Management System government teams that have actually conducted EVMS reviews for the government as well as highly experienced people with an impressive track record of helping contractors comply with EVMS requirements and pass an earned value management system audit.

In addition to our compliance review we provide a variety of EVMS consulting services when clients see the need.  For example, we have acquired personnel who have specialized EVMS software skills to ensure our clients have a final project product or service that will meet quality standards and cost and schedules objectives.  Consulting engagements might include, for example, installing, configuring, implementing and managing software tools such as Winsight Tools suite, Primavera Project Planner, Microsoft Server, Deltec’s Cobra and MPM Tools suites.  Other software engagements include a variety of tasks to improve or overhaul existing platforms to meet industry standards.
