The firm provides advice, assistance and training to the management of client companies and federal agencies on all types of government procurement, accounting, financial and contracting matters. Clients include numerous high tech, manufacturing, professional services and educational organizations. Area of expertise includes accounting and estimating practices; allocating direct and indirect costs to contracts and subcontracts; preparing and modifying CAS Disclosure Statements and written policies and procedures; preparing forward pricing, incurred cost, claims and termination proposals; compliance with and training workshops in Cost Accounting Standards and Federal Acquisition Regulations; auditing contractors for government agency clients and auditing subcontractors for prime contractor clients; resolving issues with government audit and contracting agencies and providing due diligence and expert testimony services. Mr. Lennett also worked with the Contract Services Group of Coopers & Lybrand during the 1990’s and early 2000’s where he provided similar services to their company clients. Mr. Lennett publishes and edits the GCA REPORT and GCA DIGEST which are the most widely distributed newsletters in the area of government accounting, pricing and contracting.
Responsibilities included managing all financial and accounting operations; administrating and negotiating federal and state contracts; leading proposal writing and orals efforts for several winning proposals ($3-$150 million); preparing forward pricing rates, incurred cost submissions, terminations and claims proposals; writing CAS Disclosure Statement and policies and procedures and liaisoning with government auditors.
Selected to help numerous ABB companies, parts of ABB LTD ($40 Billion in sales), seeking federal and state government business establish compliant government accounting and procurement practices. Conducted numerous accounting system audits that focused on pricing, labor charging, screening unallowable costs and indirect rate structure; performed CAS and FAR-related evaluations and helped ensure ABB companies were compliant with DCAA accounting and pricing requirements. Prepared numerous CAS Disclosure Statements and written policies and procedures for subsidiaries conducting business with the federal government and managed and negotiated accounting changes with various federal government agencies. Also helped prepare several winning proposals, established indirect pricing rates, successfully passed numerous system audits (e.g. accounting, billing, estimating and purchasing), set up internal audit compliance functions and negotiated new contracts.
Primary duty was successfully resolving over 50 CAS non-compliance allegations with DCAA and several government agencies. Also conducting numerous training sessions to ensure compliance with FAR and CAS.
Served as a member of dedicated proposal, incurred costs, defective pricing, CAS Disclosure Statement and regional compensation and operations audit teams; conducted full range of audits at large CAS-covered contractor locations where he resolved numerous complex CAS issues. Also, provided expert advice and testimony to DCMC in two large claims cases. Participated in numerous negotiations and worked closely with various federal procurement agencies in the Departments of Defense, Energy, State and NASA.
